The Asia-Pacific Partnership on Clean Development and Climate (APP) was established in January 2006, bringing together Australia, China, India, Japan, Republic of Korea and the United States of America to address the challenges of climate change, energy security and air pollution to encourage economic development and reduces poverty. In October 2007, Canada formally joined the APP as the seventh partner country. This group represents around half the world’s emissions, energy use, GDP and population, and is an important initiative that engages, for the first time, key greenhouse gas emitting countries in the Asia Pacific region. It also involves strong engagement with industry as recognition of the pivotal role this sector plays in combating climate change. On 19 – 20 May 2009 Australia hosted the 7th Asia Pacific Partnership on Clean Development and Climate (APP) Policy and Implementation Committee (PIC) meeting. During this meeting, high level representatives from Partner countries agreed to undertake an independent review of the achievements of all 20 Flagship projects as an indicator of the effectiveness of the APP. The objective of the review is to examine the progress, results and effectiveness of the APP’s current portfolio of Flagship projects. The analysis will provide both quantitative and qualitative measures of each project. The review should provide recommendations to the PIC on opportunities to improve the success of the APP. The results of the review will be presented at the next joint Ministerial and PIC meeting scheduled to be held in October or November 2009 in China. Therefore, the review will need to be completed by the end of September 2009.

The first system was developed many years before the Internet (1989) and consisted of 100 telephone lines, each linked to a modem and a multi-tasking database software he had developed on MS DOS based machines.

This was an amazing achievement for the technology of the day. Not only was this the world’s first on-line interactive Tender system, it is believed to be one of the first interactive on-line database systems developed in the world.
